After hitching up with the Rock the Bells tour last year for a national roadshow, the underground hip-hop festival Paid Dues will return to one set location this year for its third annual incarnation. The fest, put on by hip-hop artist Murs and promoters Guerilla Union, will go down March 22 at San Bernardino, California's NOS Events Center.
