Muxtape might still be down, but a new site Opentape is providing a very similar service to the online mixtape creator.
The key difference? You'll have to host the mixtapes on Opentape, which may lead you to some legal issues by uploading MP3s for use on the site.

Opentape is a free, open-source package that lets you make and host your own mixtapes on the web.
Upload songs (via web or FTP), reorder, rename, customize the style, and share what you like on other sites with an embeddable player.
Although the Opentape site states they're not affiliated with Muxtape, others aren't so sure.
Meanwhile, whoever is running Opentape -- they specifically say they're not affiliated with Muxtape -- is either very wealthy or has a sense of humor. They've registered the opentape.fm domain to 152 W. 57th Street in Manhattan -- Carnegie Hall Tower. That's mighty expensive real estate. As Valleywag notes, it's the home address of IAC CEO Barry Diller, who once employed Muxtape's Justin Ouellette, when Justin worked at Vimeo.
