WASHINGTON – Moving with lightning speed, key members of the Senate announced agreement Wednesday on a $790 billion stimulus bill to create millions of jobs, and said President Barack Obama could sign the bill within days.

 

But in a bewildering — if temporary — turn of events, House Speaker Nancy Pelosi and the White House withheld immediate expressions of support, and the formal meeting of congressional bargainers who will need to ratify the deal was delayed.
